Summary0000017: Make tabulation aware of existing newsgroups
DescriptionCurrently, gatherstats doesn't know anything about existing newsgroups. It will happily accept and count all typing errors, fake and removed groups, and it will miss all existing groups which just didn't get any postings that month.

To remedy that, gatherstats will need a list of existing newsgroups for each month.

That list can be generated and updated manually or from control messages (newgroup, rmgroup, checkgroups). It should comprise information on moderation status, tagline and charter, too, for additional benefits.

There is no sense in cluttering NewsStats with a hierarchy database; that should be some other project.

It's enough that NewsStats can check against a list of valid newsgroups, may that list be generated in whichever way appropriate.
